INTRODUCTION The Health Care Council is a Coalition of more than one hundred Orange County Organizations and individuals concerned about individual, family and community health. In its twentieth year, the Council's scope is broad, since it subscribes to a definition of health, which includes not only health education, disease prevention, medical treatment and rehabilitation, but also emphasizes socioeconomic factors such as poverty, employment, transportation, housing and literacy. A non-profit organization, the Council is funded by grants and members' contributions and administers an AHEC contract for the training of culturally competent nurses and a California Professional Education Network (CalPEN) contract to train health professionals in disaster preparedness. The Council seeks to bring coordination among Orange Country health care providers to a higher level by bringing people together to seek solutions to the problems of the health care system. In 1998 the Council began to develop an Action Plan to repair the fragile health care safety net, and continues to support the countys safety net of health care services and to advocate for improved access to better health care for all Orange County residents. WHAT WE DO: -We are a resource for the press, the public, decision makers, health researchers and policy makers such as the Board of Supervisors and the Grand Jury: -Our "Town Meetings" on health topics bring consumers and providers together in a unique forum; -We publish a newsletter called "HEALTH CARE MATTERS"; -Analyze the County's health care and social services budgets; -Meet with Agency management and with the Supervisors to recommend additional health funding; -Support reforms, such as Universal Health Insurance, Mental Health Parity and Nursing Home Reform.
