Education and Advocacy Since its beginning in 1986, the Health Care Council has been a strong voice for a responsible public policy for local health care funding for indigent persons. However it has become increasingly clear that health care needs in this country, including health care for the uninsured and under-insured working poor, and the appalling lack of adequate preventives services and health education, affect and potentially endanger the entire population. In the 21st Century, preventable diseases and preventable disability, which are direct and indirect consequences of failed social policy and government's abdication of its responsibilities, continue to take a toll on the children, on older adults, on vulnerable mentally ill persons, and to endanger us all. The private sector, the non-profit organizations, the charitable foundations and the corporate sector are scarcely able to provide the funding and the services they provided a decade ago, let alone make up for governmental funding cuts. With health Care Reform finally on the National social policy agenda, the Health Care Council provides valuable insights and guidance through the complexities of changes in the health care delivery system (and the health care financing system) through timely and carefully considered public education.
